At first I was thinking to myself that finding
them for cheap is only a dream.
Of course you can always pay a lot more per task/hour and may be
have a better chances of getting good workers but:

My experience over the years showed me that I had to lose a lot of time for finding the high paying workers too, as the high paying guy do indeed reduce the risk but you have to do it in the same hard way as you do it with the low cost ones.

Approach - Approach A LOT of low pay out workers. If you know how to write an appealing bid request this is just a statistic numbers game the more you reach the better your chances are.

Test -Testing them is a must! Otherwise you will end up paying a lot more, get tons of delays, hear a lot of excuses…, get a BIG headache, lose a lot of time just to get rid of them at the end of the day…

Train - Training them (when needed)

Keep - Get them to keep working with you for long term.
Approach them - Well we all know that when you post a bid on
the freelancing websites it is showing on top only for a few minutes
and then quickly starts to get buried under the new projects posted
this was one challenge I had to deal with + knowing how to write the
killer headlines and copy to attract as much bids as possible
for my posted projects from the low pay out workers.
Test them – After, segmenting the workers that are willing to work for low prices (Using my special rating method) and negotiating with them etc I go to the next stage: I MUST test them to see if they actually are what they say they are. So, I opened a different small $4 project for EVERY coder for writing 3 articles. Out of 10 workers that looked great at first I found out that: 5 wrote crapy articles, 2 were writing good quality articles but were lacking the ability to follow the SEO directions to write the articles, 2 missed the dead line and only ONE came out to be the real deal.
Keep them- Now, if you KNOW how to deal with them (and you don’t cause them to run away from you) keeping them is a statistic numbers game, some of them just can’t do it anymore, some start to screw up, some die… and some stay and work with you for long years to come.
This means you have to do this process a lot of times in order to create your killer team.
I
know and you know that this is well worth it but this does sound
